Who Gives A Shit: Are People Who Leave Their Dogs Tied Up Outside Selfish Douchetards?

Inspired by this spirited discussion on Brooklynian, we've got another simple question: Do you thnk its OK to leave your dog tied up outside (while you brunch/shop/buy a bong/whatever)?
