Does the Secretary-General of the United Nations like to hang in the Slope?

Yesterday I was walking near 8th Avenue and 8th Street and noticed a parked, shiny black Cadillac Escalade with tinted windows and some custom plates that read "UN Sec G." It also had some state department-looking stickers stuck to it.

Could it be that current Secretary General Ban Ki-moon of South Korea is a fan of Dizzy's banana French Toast?  Or is it some local huckster pretending to be a UN V.I.P.?
